I've also reseated the RAM in all configurations with just one stick and both sticks. I've reseated the processor and GPU multiple times. I've tried multiple different cables (HDMI and DP). I've unplugged the PSU and held down the power button to clear all voltage. I've cleared the CMOS multiple times by both pressing the button on the rear and removing the battery. I've taken her GPU out of her build and put it in mine. The last few times I tried, they indicated there's a problem with BOOT and VGA, and then just BOOT. The PC turns on, and everything appears to get power, from the LEDS to all fans. I installed my old processor and motherboard in my wife's Fractal Design Focus G case - an i7 6700k and an ASUS Sabertooth Z170S. I'm going to try to be as concise as possible.
